The Raven (styled as Thael'kituun or simply Thael in Raventongue) is a messianic figure in the Holy Light sect known as the Raven Conclave. Through the guidance of this figure, the Thaelei - the faithful - believe themselves destined to reclaim their homeland and eradicate all the world's evils, and eventually create a new paradise for the Light on Azeroth.
Though the man typically believed to be the Raven, Barean Westwind, walked Azeroth for many decades prior, the Raven is typically only believed to have walked among members of the Scarlet Onslaught in 29 LC; in this way, it can be assumed that the Raven is, to some extent, a distinct entity from Westwind, and one whom he came to embody for a time. Raven ideology is unclear on this point, and as such it is unclear whether the Raven's prophesied return will be in the form of Barean Westwind returning to Azeroth or another person coming to embody the Raven. Regardless, the Raven's return is seen as a point of certainty amongst the Thaelei, an omen of their coming triumph over the darkness.
